Preheat oven to 450 degrees and line a baking sheet with a silicone mat or parchment paper.
In a large bowl, combine the dry ingredients.
Cut in the butter with a pastry blender or your hands (work quickly if choosing this option). It should resemble a coarse crumble.
Add shredded cheddar and milk (or buttermilk). Mix just until combined.
Bake for anywhere from 10-12 minutes or until golden and cooked through.
Melt the butter and mix with the Italian seasoning blend, parsley and garlic powder. Brush over the tops of the baked biscuits. The butter will soak in after just a few minutes. Serve immediately.
